Storm counts don't include a claim (Carrier, TPA)

A claim counts in a storm when its loss state is one of the storm's states, its date of loss falls within the storm's dates and its cause is weather, or when it's tagged to the storm (🌀 Storm on the Notice of Loss). Check the claim's loss location has a state, the date of loss is filled in, and save. Counts update within seconds on the team server.
