Claim deadlines use the wrong state (Carrier, TPA)

The ⚖ Claim deadlines panel takes the state from the loss location. If it's wrong or missing, choose the state on the panel. States other than Florida, Texas and California use the NAIC-model baseline; change any rule in ⚙ Claim standards (claims managers and administrators).
